I don't know if its just me, but I think it would be funny, even if it was just ONE named guard in Skyrim who had the old voice actor for the guards in Oblivion and yelled "THEN PAY WITH YOUR BLOOD!"

I mean come on, who doesn't love that line xD. I just think at least one or some reference to the lines the guards say when you resist arrest should be made, they were classic.

Would not be surprised if Oblivion quotes was in some grade brought into Skyrim. "This ends now, lawbreaker!" I think may be in the game.

I hope so! Guards were one of the funny things in oblivion. I constantly quote the guards.

I hope it's not possible to get rid of all your crimes with gold. I also hope the guards are not trying only to kill you. It should be like guards are trying to taunt you by force if you refuse the arresting. Main punishment for crimes in Skyrim should be to go jail.

So... this is kind of a neat bit of news.

If you have a decent Speech skill and / or a good reputation in any given town, you can actually evade fines or arrest for small crimes. If you have a very small bounty, choosing the appropriate speech option actually gets you out of trouble with the guards. They basically tell you "well, your fines are pretty small, so I guess you can go... but keep your head down," etc. If you've done good things for the town or the locals, they sometimes even bring them up. Or they'll acknowledge that you are - or might be - the dragonborn, and let you off with a warning.

It's a neat touch.

As for melodramatic / memorable guard one-liners, I have yet to actually be spotted by a guard while committing a crime. I can say, however, that the guards will often recognize you if you pass near them with a bounty on your head. They say something to the effect of: "You there - I recognize you. You're a wanted man." The guards "spot radius" may increase if your bounty is larger, I don't know. Just a feeling that I have, but it would be cool.

All in all, the "crime & punishment" system is MUCH improved from Oblivion - it feels much more natural. If a bunch of people witness you committing a crime (i.e. if you openly steal something or kill someone's livestock), it can still bring a silly amount of attention (i.e. an angry mob) down on you, sometimes. But other than that, the reactions of people and guards are much more realistic, and news of a crime you JUST committed is no longer magically broadcast to every living creature in the village, now. If you quickly kill everyone who saw you do something wrong, you can prevent the guards and villagers from knowing what you did, and going aggro.

Note that I chose my language very carefully, and I never actually stated that I've played any Skyrim.

In any case, it is a vast improvement, yes. It was a VERY pleasant surprise to note that the guards reacted with almost apathy to a 40-gold bounty, issued a warning, and went on their way. In Oblivion, it would've been all "STOP RIGHT THERE".

Serious crimes = serious consequences.
Trivial crimes = trivial consequences.

A very nice touch, I think.

Also, with the appropriate perk, you can bribe your way out of trouble, as well.

People still kinda freak out if you get caught stealing, but the entire village doesn't try to kill you. It's much more believable. REALLY a breath of fresh air after Oblivion (thought it may help that my expectations for Skyrim were low in regard to crime & punishment... I would've been happy with the simple removal of telepathic guards).

The message is different obviously. Yesterday the guy had a small bounty and asked the guard if he could pardon it. The guard said something like: "I'll let you go this time, as it wasn't a terrible crime. But I will keep my eyes on you, scum." Yes, it was some random guard, he didn't really have good relations with the player.
