I've watched many videos for this game, but in the most recent gameplay videos I've seen chains being used to throw enemies around. I figured this had something to do with the characters soul being taken or some such thing.

Have they said anything about this at all? Will it only let you pull enemies to you or will it also be able to do other things?

That is just a Dragon Knights power to pull enemies towards him. Nothing to do with the souls.

Its famous Scorpion "get over here!" chain

I sincerely hope they will tweak it, as in the footage it actually seemed incredibly slow, the other skeleton jumped on player much faster before the chain could pull the monster. In current form we might as well consider it snare to enemy and stun to character (as he cant perform anything else during the pull)
