Wrong, PVE makes up most of the game, three whole areas are nothing but PVE and even in Cyrodiil where the FvF PvP it also has PVE. The devs have not really spoken about the other faction areas so it would seem to you that the game is a PVP mmo but it's far from just a PVP MMO.
I read it all as the faction zone is pretty much the 1-50 questline, with a lot of other exploration involved as well. But the PvE objectives in Cyrodil are designed to encourage as many people into that area as possible.
I expect the PvE content to be huge, but I expect the balance to be PvP related. And I expect the big focus will be on Cyrodil.
But I am newer than you, so might have missed some bits of info,
RvR cant catch player for too long. Finally you will get bored of it, like in GW2.
TESO should have a lot ot PVE content and daily quests xD
RvR was all that kept DAoC alive for a few years, it may attract a different audience and not appeal to TES fans, but it isn't 'boring'.
