We are Dragonborn. The most famous and influential Dragonborn was Tiber Septim A.K.A. Talos

My idea for the character I'll be creating is a reincarnation or avatar of Talos, like the Shezzarine or the Nerevarine for their famed figures. I know that Talos was a Nord (or 'Atmoran'), but he was deified by the Imperials. I would like some help creating a character that is Talos reborn. What traits should I focus on? Where should I place my perks? Should I post this in the lore section where they might actually know more about Talos?

Looking for ideas, folks. My only restriction is that he be either Nord or Imperial. Doesn't seem right, otherwise.
