Titus Mede II is a completely likable guy. Which is surprising, because there are so few of them in the game. When you go to kill him, he pulls a Uriel Septim VII on you and accepts his death, saying the Dark Brotherhood cannot be escaped. So he doesn't even fight you. He just sits there and lets you kill him. I think they made it that way because it made it so much harder to kill the guy; for me, anyway.
He DOES, however, ask you to kill whoever hired you to kill him. If you do, you still get payment from Motierre (just get it first), and when you kill him he'll have a bunch of rare gems on him.
However, you have to kill the Emperor in order to progress the quest. Or, I suppose, you could just use setstage with console commands, so you can get the payment for the job for Motierre, then kill him and get the gems. That way, you sort of trick Motierre and put him where he belongs. That's what I would have done, if I had played it on PC first.
Titus Mede II both planned, and took part in, the Battle of Red Ring, in which the Aldmeri Dominion was beaten from Imperial City, and the main Dominion invasion force in Cyrodiil was defeated. However, he signed the White-Gold Concordat because he knew the Empire could never win, as the Dominion was both larger and consisted of not only the High Elves, who are extremely adept at magic, but the Wood Elves/Bosmer as well. Most Stormcloaks would like to forget that if the Emperor hadn't done this, the Empire and Skyrim wouldn't exist. It'd all be Dominion territory now.
