all my mage skills are over 50 and tolfdir wont sell me any spells other than oakflesh, candle light, mage light, and stoneflesh. I really need telekinesis. I'm the [censored] arch mage and I cant buy spells? wtf

These things happen sometimes. Try saving, hitting him until he becomes hostile
and then load your save. See if that did anything. This trick usually resets the inventory
of merchants, but I don't know if it will help you out in this case.

Try killing him instead (if that's possible, he's probably essential) and then see what
happens when you load your save.

Perhaps you already bought the Spell Tome. There is another NPC that sells this tome, in Mistveil Keep.
