Too much dialoguescripts? (Quest broken only on Clean Game)

I am almost 100% sure this is an error on my part and not a bug with the Creation Kit (I've done all the SEQ file rigamarole for the dialogue bug).

I have a quest that will not work with a clean game (coc-ing from the main menu). Meaning my NPC will not speak to me at all. Strangely, it will work from a game I have saved previously that was not clean.

Is it possible that having too much dialogue in one quest (in one dialogue branch) is preventing the quest from starting? Or perhaps having too many scripts in one stage or attached to one info?

Are there any limits to how much dialogue or how many different scripts a quest/quest stage/info can take before it starts screwing up?
