I'm trying to do Delvin's special job in Windhelm and I can't find Torsten anywhere. Is anyone else having the same issue?

Do you have the quest activated? If you do and it's not showing you where he is.. He owns Hollyfrost farm, which is next to Windhelm stables and can sometimes be found there.

When I did this quest, though, I found him upstairs in Candlehearth Hall.

I don't have the quest activated. Actually, after I talked with Delvin, I never got the quest to activate it. I'm stuck with Delvin giving me the same old speech, but I thought if I could track down Torsten then I could get the quest activated.
