How many perks will I have total end game? I just want to plan it out accordingly so I don't mess up my build. Also is there a way to reset everything if I'd like? Thank you in advance.

You should have around 49, but you can get at least 20 more. There is no reset.

There's going to be a lot of variance, it depends on how many quests and grinding you do.
