Dear Betheda, in the past year, in Taiwan a company named Justan (傑仕登) has ported Skyrim into Taiwan as the importer, then the company added a community translating project without consent and began selling the new bundle as Skyrim (traditional) Chinese edition. The "language patch" was already outdated, and there are no official support for Traditional Chinese on steam.

Therefore, I would like to ask should the act (selling the game without steam support in said language / using community mod as translating work) be treated as illegal? Should it be treated as piracy or fraud? Does it have Betheda's permission to selll the game like this?

I have pinged the powers that be on this. It is probably not kosher, but we don't know all the legal arrangements Bethesda may have made.

I'm living in Taiwan these years, so just informing what I've seen.

The original English version had all been removed from the shelves once this version comes out. Most stores & online stores here only sell this bundle now.

I doubt anything will come of it. I'm not sure about how it works in video games, but when it comes to talking about movie sales and profits in China, Taiwan, and a couple other countries in east Asia, studios just put a big 0 on the amount they think they'll earn there. There's just too much piracy and not enough support from the local government to protect their IP and make sure it's acquired legally.
