Trying to get an NPC to lock the door

So basically I have an NPC, who is a vendor, and I want him to leave his house, work in his garden, and lock his door behind him, then go back inside for dinner / sleep. However, I also want to be able to go inside his house when his store is open and he is sandboxing inside his house (8-10, 16-18). I added a level list, assigned it to the cell, added him to it, set the ownership of the cell to his faction, and toggled him as "can be owner." I also gave him a key and corresponded the key w/ the door.

When I COC to his cell to test it out, the door leading outwards is locked. When I coc to the town and try to come in when he should be outside, the door is locked and he is still inside. Basically the locked door is messing w/ his AI, and it's being displayed as locked when it shouldn't. Looking at the smith in Riverwood for example, I COC'ed there and his door was unlocked from the inside. If anyone has any ideas as to get my NPC back on his normal AI while locking the door when he leaves the house, please offer them up!
