1) Forces your computer to give the running process administrator permissions and disables UAC

6) forces your computer to shut down after 60 seconds

Is it dangerous? No, not really, but it does disable UAC.
Will it enhance your Skyrim performance? http://en.wikipedia.org/wiki/Placebo, you're far better off using windows to change your performance settings (e.g. disabling Aero)
Will it break my computer? Who knows. I would have thought disabling windows services is generally not a good idea unless you know what you're doing.

There is a fairly enraged thread on the Nexus that claims it destroyed his computer.

I'd personally warn to stay away from stuff like this. There are plenty of other little things (like disabled Aero as you pointed out) that you can manually do 100% safely to improve performance.
