No specific reason at all. The game randomly generates assassins like that every once and a while as long as you're of a certain level (I think 12?).

Also no specific reason. As above, the game randomly generates characters like this once your character's level is high enough.

Radiant AI.

I think these people usually have skooma on them. They might be attacking you because of the drug they're consuming.

The enemies that are named "Bosmer" that randomly attack you on the road are supposed to represent other players (adventurers).

DB assassins attack you for no reason. If you think about it, you don't need to be bad to be targeted, you just need to wrong someone (be them good or bad). So I guess it makes sense that a 'good' character could be targeted.


I think you're thinking of the actual skooma dealers you sometimes meet on the roads. I fought many of the mentioned enemies and they seem just to be wanderers like the Dragonborn. Why they attack? No idea.

There are also mercenaries that talk about going on a mission or something, I think if you pass a persuasion check you can get a radiant quest from them.

They say there's trouble at a certain place and mark it on your map, it doesn't add a quest log in my experience though. Basically it's like "well hokay, I got paid for this [censored] but if you want to do my job for me be my guest."

...I usually persuade them to tell me about it then forget about it. There's probably a lot of unemployed mercenaries because of me.
