Im not sure if this is relevant information but i had convinced ulfric to take part in the peace treaty before i joined his rebellion. Quest: Season Unending

The main problem i'm having is after joining ulfric's stormcloak rebellion, i was told to retrieve the jagged crown. After doing so, i brought back the crown to him as told but instead of giving me options to give back the crown to ulfric, he continually says, "I'll come to your council but i doubt any good will come out of it." It's impossible to get him to say anything else.

Has anyone encountered this problem? Any workarounds? I'm really hoping i can get around this because im shooting for buying that house in windhelm.
