I don't know if it's the patch or I'm missing something but it seems that I'm unable to buy the house in Windhelm Ulfric said i could but the steward won't let me I know i need to complete Blood on the Ice quest to get it yet after a little too many hours waiting the murder at night still has yet to happen. Anyone else having the same issue or know how to get it started. Also I thought you were able to use the weapon rack for some reason I can't place anything on it at the house in Whiterun. Any info on the subjects would be helpful thank you

I can't get this quest to trigger either. I have literally collected every item to do with this quest possible (through pickpocketing and lockpicking etc etc) and it won't trigger.

I also can't get the quest to kick off. I wonder if I missed the gathering in the Graveyard one of the many times I stepped out of the Jarl's keep and immediately fast traveled somewhere else.

I have waited and waited entered and exited Windhelm. No dice on the murder I even stole the key and entered the house still zip ><;;....

I also have problems with this quest. As you guys have said, either the scene at the graveyard already happened a long time ago and I missed it, or it won't start, and the Jarls assistant won't let me buy the house (he keeps saying that they have a house, but due to some unpleasant business, it's not available at the moment). I checked my 'misc' quests, and I saw ''Assist the people of Ellismarch 3/5'', ran around, gave one person some wheat, and had a begger teach me pickpocketing, then gave her a gold, and it was 5/5, but nothing else changed. I am stumped.

Same here, can't get any kind of trailhead to kick off the mission for the Windhelm house. It sounds from the wiki that it should be available after a part of the Stormcloak campaign, or the completion of the Imperial campaign. But I've completed the Stormcloaks and, no dice.

In Solitude, I had to do a 5/5 thing for the Jarl there as well. I had to help 5 people from the hold. I ended up having to do 6 to get the Jarl to allow me to buy a house there. The quest note actually said 6/5.

My suggestion would be to keep helping people in the city to raise your standing in the city. Maybe it will help kick in the quest the same way. Hope this helps.

I've got the same issue. Graveyard scene won't trigger. lame

Another wiki entry says to try entering via the main gate at exactly 2AM.

I guess you know if you're in this situation if everyone is talking about the murders, and you never saw the crime scene. Seems like such an easy way to break a quest - we probably just walked past the graveyard at the right time but not realizing a scripted scene was going on :/
