Unable to start conversation with Dr. Henry, and perhaps oth

I'm doing the quest for Arcade Gannon, and I can't seem to speak to Dr. Henry. He just keeps saying "Keep your head down - there could be snipers around."

But I can't start a conversation with him. Is this a bug? Could a mod be interfering? (Cause I don't see how that would affect anything)

Okay so this time I tried talking to Dr. Henry with Arcade following and not following. No luck.

Also tried to talk to another character for that quest with and without him following. I could start a conversation with this guy (In West Side near pawn shop), but had no options for the quest. Maybe the quest is bugged?

The NPC is stuck in combat mode, until then it won't talk to you. So, kill whatever is bothering it, or go away and leave the cell and come back after a period of time.

Or, the best way is load a save from just before all this happened and it will probably not happen again. You do have more than one save, right?

Going through this game without a series of manual save slots along the way that you cycle through is not a good idea. Even if everything works, there will be times when you want to go back to do it a different way.

No combat. It's in Jacobstown. I left and came back in. I have a few saves but none of them work.

Right, it is stuck in combat mode even if there seems to be nothing around, or it is just a glitch.

You can try a console command, putting the focus on the NPC in question by clicking on it when the console window is open. You will see the name of the NPC at the top of the screen. Any way, the command is

stopcombat

In the future, have a series of saves for about every half hour or hour, along with the ones you cycle through, like a milestone save before you take on a series of quests, or at stages along the way. Sometimes you will want or need to go back about two or three hours to fix a bad glitch or from picking the wrong branch.

Didn't work. Even if it did work, it would explain why the other person I'm supposed to talk to doesn't have quest dialog lines.
