Underwhelmed by Dragonborn's main quest

I'm not sure what is it with the boring villians in Skyrim. First we got Alduin. Everybody went on about how big, bad and evil this guy was, yet we never really saw this (well technically we watched it I guess?), never got to engage with him in any in-depth manner and his final battle was sadly forgettable. Harkon was slightly better, but again, there's no engagement. You meet him then pretty much forget about him until the final boss fight. Miraak is the exact same problem, yet somehow managed to be even more boring then Harkon. I feel like the entire main DB quest suffered enormously due to this shallow nature of the main quest characters. It feels like Bethesda keep repeating this mistake. Maybe its not such a huge deal to alot of people, since Skyrim is such a stunning world to explore and Solstheim continues with that. Anyways just wondering what other people thought.
