I would love a mod that replaces speech perks with new perks that affect dragon shouts, for example, a reduce recharge time perk.

Bards train speechcraft, so clearly speech involves voice training. Someone with voice training ought to be better at shouting (or at least shouting more frequently without losing their voice). Thus, the speech skill should affect dragon shouts.

Also how about perk(s) that gives a bonus to your (humanoid) companion(s), or even allows you to have more than one companion. I think showing leadership and saying the right things at the right time, being good at giving orders should be part of speechcraft.
