Firstly i'd like to say that i am level 29 , just been doing random lvling stuff before actually doing the main quest line( perhaps this is the problem? doubt it as everything scales with you )
So today i kinda started doing the main quest, got to the Ustengrav part where i have to retrieve the horn. Now here's the bug, when i get to the bottom near the small water fall under the bridge that leads to the 3 rocks where you have to activate them and sprint through 3 gates, where the word wall is, THE problem is there is no new word on there like there should be? nothing shiny nothing is happening. ALso the 3 stones above dont activate at all, perhaps because i've got to get the word from the wall below first?
Any tips/ help is deeply appriciated!.

I completed this dungeon with no problems. I used the shout that lets you run very fast to clear the gates.

It's all a blur though. This entire weekend has been Skyrim crazy. You may want to check out the wikis for an answer.

I have a similar problem, I got the word from the wall though and it was just some other unrelated thing, but the stones will not light up. The only help I can offer is to say the word wall is not whats keeping you from continuing, the stones are just not working. Sorry, I feel your pain. I am level 39 now, I went and did a ton of other stuff and came back now and again to check the stones and they have never worked. Also reinstalled the game and patch and didn't work either.
