Radiant quest points there to kill a bandit chief after completing Summerset Shadows as part of a bounty, and no bandit chief spawns, presumably because Linwe is the coded "chief" of this area.

The easiest fix would be to remove it as a radiant quest destination, or always force an additional bandit chief (not SS related) to spawn, even if Summerset Shadows hasn't been completed.

I'm sure its been reported before, but I figure since I ran into it, I'd report that it still exists.
