Yes. And if left uncured, the Dawnguard will turn against you.

I was thinking of roleplaying, a khajiit, with the Vl ability, that hunts vampires, he was born with the curse, and every now n then the hunger takes over, and last for 12 in game hours, in which he feeds and such, but primarily he seeks to destroy the vamps...

But, to become a vampire lord, you have to help the vampires? And, you couldn't join the Dawnguard either so you wouldn't really be able to experience either of the factions quests added by the DLC.

i've not progressed that far, but don't worry about spoilers, I won't cry, so you're saying if I accept the power, I can't got back to the DG?

And if I refuse the offer of the lord? Will the vampires attack me?

Basically, you start by talking to Dawnguard. They send you somewhere where you help a vampire who takes you to another vampire who offers to make a vampire lord. If you refuse, you're let go but the next time they see you you're "prey".

You'd be crazy to not use destruction, fire magic with the necromage perk absolutely decimates the undead.

I'd say go for dual one handed and destruction as the main combat styles, dual wield the dawnbreaker and

the dawnguard unique axe that does sun damage (the name has escaped me).

Restoration for healing and repelling undead.

You could wear one of the dawnguard light or heavy armor sets for bonuses against vampires, so either armor type is fine.

They don't attack you on sight, they don't even notice when you first meet them.
