I just noticed that when i used the vampiric grip power the enemies dont take the choking damage am i doing something wrong or is this a bug?

I ran into this bug a couple of days ago. I discovered that acquiring the magic resistance perk level 2 in Alteration causes it.

I tested it extensively and can confirm it's the perk. It's also possible that other perks 'could' potentially cause it also.
