Depends on what you want to do role playing wise. The SPECIAL system is really well balanced in New Vegas.
Strength - Weapons require different levels of strength to handle them. The .50cal sniper rifle,for example, requires 6 strength. It also has to do with your carry weight. I set it to an average of 5.
Perception - Despite what the game says about it altering your accuracy, that isn't true. Obsidian removed that feature. I play with my HUD off and with only 3 perception. I also use firearms over laser guns.
Endurance - Just a solid stat. You need this to be set to 5, along with strength, to qualify for the "Strong Back" perk.
Charisma - The role playing attribute. It also effects your companions. I have it set to 6 to qualify for perks. Fell free to drop it to a score of 3 if you don't care.
Intelligence - Still the "God Stat" of the game. The higher this is, the more skill points you earn. 7 is a key number in this game, there are a number of checks in the mid to late game that ask for at least 7.
Agility - V.A.T.S., weapon draw/holster speed, running speed, reloading speed, and it effects your initial guns and sneak skills. Even then, I only have it set to 6.
Luck - As the game says, this effects all of your initial score a little bit. It effects the likelihood you'll see good/better loot, gambling, etc. Like intelligence, there are some late game checks that ask for 7 luck.
My build is 5, 3, 5, 7, 7, 6, 7. From a role playing/flavor stand point, my character has an average build with strength and endurance, is just a little more agile than most, is luckier than most, a little more intelligent and a little more charismatic than most. He is, however a little less perceptive than most. He has to be very cautious. He tries to use his intelligence to think of scenarios and plan things out before moving forward.
