I placed a dapper gambler suit in her inventory and she thanked me for the dress but she didn't teach me the unarmed move or anything. Someone told me I need to find her a formal dress from Ultra-Luxe but I couldn't find one anywhere without killing a NPC. Have I missed somewhere? Are there other alternatives?

Give her Formal Wear...I got it from the Ultra Lux.

If you do the Ultra-Lux questline two or three NPCs die anyway. You'll just have to live with yourself.

I did but I went down the evil path so I didn't kill any White Gloves. I went through rooms and loads of containers but I still can't find a formal dress.

So you completely skipped meeting the investigator? I didn't know you could do that.

If you poke around to find Chauncey, and can pull off sneak-killing him without turning the rest of the place hostile, he has the Formal Wear. He's one of the only White Glove people without a mask, usually running around on the main floor.

If you have high enough rep on the Strip, you can ask to join as a member of White Gloves Society at which point, they will give you a formal wear and you can give to Veronica and listen to her squeal.

You can skip all the investigation bit, and if you got the quest from Mortimer then you may probably don't know anything about eating instead of just kill Ted(?).

With any silence weapon you can kill the guard patrolling the kitchen without the whole Ultra Luxe chasing you.
