(just finished pastebin guide for the millionth time)

I am around 12-18 fps walking around the starting area.

If I can get it up a bit, I think I am done modding!

I tried playing, but in combat, the such low fps makes combat seem to take longer in a way. but maybe thats nothing.

When seeing NPC or creatures, they are extremely jumpy in their movements. It is the worst for netches, which all their arms are just teleporting all over the place.

I just tried putting grass to 75% (from 100%), and putting draw distance to 3 (from 5) but didnt seem to do anything.

Here are my current MGE XE beta settings:

2x Antialiasing

4x Anisotropic filtering

Shaders:

HDE (Eye adaption) On (2 seconds)

SSAO High Quality (I had medium before, but medium has chasing shadows everywhere I look, so it is either it is off or on highest... :/

Bloom Fine

Sunshafts On

FPS limiter 60

Fog mode: Range vertex (best)

Draw Distance: 3 cells

XE:

Dynamic Solar shadows ON

Fog:

Use high quality (exponential) fog ON

High quality atmosphere and distance coloruing ON

(I really really really really like those two fog options, so I hope there is a way to keep them on)

Land Textures:

2048 World Texture Resolution (VRAM usage: 2MG)

75% grass density

Full mesh detail level

1/4 Distant texture reduction

What I tend to do is keep the settings high, but have the distant land, shadows, shaders, and grass all hotkeyed. That way I can just toggle them on/off when I need more fps (eg combat) and turn them on again afterwards

What about VSync? I think I recall some people having fps issues with it.

I'd also try it without grass. I always remove grass first if I have any fps issues. (Hate not being able to find stuff that drops in the grass anyway)

I don't see anything else in those settings that could be causing an issue. The main culpit is usually the DrawDistance, but yours is tiny.

Regenerate your distant land and use the following settings:

Land textures:

1024 - World texture resolution

1024 - World normalmap resolution

Land Meshes:

Medium - World mesh detail

Statics:

220 - Minimum static size

75% - Grass density

75% - Mesh detail level

None - Distant texture reduction

Please report back if these settings help your performance.

Probably won't make any difference, it's just a single texture.

Yeah, maybe a little, but probably also not much.

You realize that this will keep all textures used by distant statics in their full original size? Likely to decrease performance again and will increase VRAM usage for sure. With HD textures installed (which he has), distant texture reduction is definitely recommended.
