A lot of people talk about how the http://uesp.net/wiki/Skyrim:New_Allegiances quest is bugged, but that's not my problem.
My problem is, Vingalmo isn't giving me anything at all. Everyone I talk to just directs me to him, and he just complains about Orthjolf.

I'm not sure what to do.
