I was at a quest stage where, as part of the "For The Republic Part 2" quest, I had approached the Great Khans to deal with them. This is VMQ05 quest stage 20.

I had the initial conversation with the Papa Khan character. Afterwards, I found an NPC named Regis sleeping in a nearby tent. It had one line on it which addressed the possibility of the Great Khans allying with NCR. The topic Regis had for this was VMS45VRRCKarlTopic005 . This line with him had a result script which detected my status within VMQ05 and set me to stage 80 in Oh My Papa (VMS45), displaying the objective for "Talk to Colonel Moore about a Great Khans/NCR alliance."

Problem is, when I show up at Coloniel Moore, she has no topics available about it.

So then.

Looking a little further along in the GECK. When I look at VMS45 I can see where topic VFreeformHooverDamVHDColonelMooreTopic067 has been added to the VMS45 quest. That topic looks like the one that is supposed to be available on her, as it has the player stating "The Great Khans' second-in-command seems amenable to allying with the NCR." But I sure never saw that topic pop up, and, that topic's completely empty aside from the player's topic text. No conditions, lines, nothing. When I check the use info, I can see that this topic is linked into 4 other forms. Those forms all look related to this quest objective.

So, the quest is broken in my game and, maybe what I saw with VFreeformHooverDamVHDColonelMooreTopic067 being funky will be helpful. I have not looked deeper into it at this point, I'll just force some quest stages in my game and keep playing =p . The luxuries of being a player, huh.

PS: does Papa Khan sell Pizza? Meh, nevermind, probably just cheese-filled iguana heads or something.
