I voted yes but I think Zenimax is going about it the right way by allowing the mod community to take care of things like chat bubbles, bios, and all of the stuff that Zenimax does not really need to spend their resources on. Instead they are far better off spending some of their time and effort (resources) on giving all of these things to the modding community, and this way they can focus on things that the modders can't really do.
Also by doing it this way they are not going to clutter up the battle screens with things they produced and then they won't have to worry about how it effects the performance of their game and if a player wants to have these things all they need to do is download the mod for it and of course the mod is allowed but not something Zenimax put in the game and not something they need to worry about in terms of game's performance.
