I want Dead thrall Ulfric, how do i lower his level using co : V

I accidentally outleveled him when i got to the quest, so now hes too strong for my dead thrall spell. Its the whole reason i got 100 conjur, to get him.

Update: I DID IT! He uses fus ro dah and everything, jesus this is amazing.

I think it's a design choice to make so you can't resurrect him.

But it says on the wiki you're able to dead thrall him. I think if you do the quest when you're under level 30 you can res him, because he wont level over the spell.

Because the game doesn't handle the post civil war well, I've never done the civil war quest line. But the thought of having an Ulfric thrall makes it very tempting.
