By now, we all know about how to make really strong Enchanting and Smithing potions via the Alchemy skill and it's perks combined with Enchanting boosting potions found in the world. If you don't, I'll explain (at least how I did it) if requested.

Anyway, the best I was able to create was Fortify Enchathing by 32% or 36% (sorry, I can't remember) and Fortify Smithing by 127% by using four apperal items enchated to Fortify Alchemy by 29%. I've always used these four items but now can only get Enchanting fortified up to 19% and Smithing fortified up to 60%.

Was this little "cheat" fixed or do I have a case of the Derps? Any help or thoughts are appreciated. Thank you all.

It still works perfectly for me, in fact due to some new abilities introduced in Dragonborn you can now get up to 35% Fortify Alchemy per item (without glitches/exploits). I don't know what your problem might be.

Though just to make sure, reequip all your Alchemy gear. Sometimes if you equip gear directly from a container, the enchantments will not be applied correctly until you reequip it from the normal character menu.

i am actually having the same issue.. i tried re quieping but it didint work but when i check the active effects it says i got the alch gear equiped..
