well it isn't the skills between 60-100 because it takes like 10 levels in them to get a single hard level up but early on on new games it takes like 2-3 skill level up to get a hard level up

Are you choosing these thread titles on purpose or what? I mean really.

On topic: my manual doesn't say anything about faster levelling, but it does state that increasing a high-level skill contributes more to the overall level. Basically, if you go from 75->76 it's worth more than going 15->16 in another skill.

The higher your overall level, the more skill XP you need to advance to the next. It's not a straight line, it's curved. http://www.uesp.net/wiki/Skyrim:Leveling#Level_and_Skill_XP_Formulae for exact formula.
