Water appears to float in the air. Can't get rid of it.

I was in the CK looking around to see how Bethesda made Whiterun and I noticed a large block of water, in the air, above the city. I then went into game and walked out of Dragon's Reach and there it was just floating in the air. I went back into the CK and tried to delete it but I cannot select it as it seems to be the natural water that is just out of place. I uninstalled Skyrim from Steam but the water is still there after I reinstalled.

I am looking for any suggestions that may cure this problem. Thanks in advance.

Edit: I just went back into the game to watch a cow float up from the town to that water plane and sit right under it then drop to it's death. Various NPC's swim around under it at certain points on the ground level in the air. I decided to walk around the town of Whiterun to find it completely underwater in the lower tier and I went swimming for a bit before logging out. :(

Did something change the default water height for that cell ?

Notice the Height box in the has water box is normally around -14000 so it is low enough it doesn't show - perhaps the - sign got removed !

Did you reinstall the game by re-downloading it or did you create a backup and then restored your installation using that backup?

Thank you so much! That's the problem excatly. Some of the values were set to 0 instead of the -14000. I have no idea how that go changed at all. Thanks again!
