Weapon and Armor Questions... : V

Looking to make the scrimtar upgradable as well as the Hammerfell garbs (also want to make these light armor). Any quick explanation on how to do this? Can it be done?

I know there are a couple mods that do these but they all add them as craftable and I don't want to make them craftable (too much temptation), just want to make them better. Thanks
