Ok...so ive never had this problem nor seen anything about it. I just got it right now...and I'm kinda freaked...I'm in Kolbjorn Barrow...just about to confront Ralis...and im going down a slope and i get this weird pixellated screen...like im viewing the game through cheesecloth...any help? It goes away when i move a certain distance or if i just sit there and dont do anything but it still happens...

Does it go away if you go past it?

There are a few places in the game where the Meshes are not quite in sync with the lighting where the meshes join. Usually it is a dark area that results from this.

Of course, it could be the mods you are running too.

Shouldn't this be in Dragonborn spoilers?
