just started Skyrim today. Looks and feels great but... I just shot 3 arrows right into an enemys brain. Then he died... Am i wrong or is there really no damage modificator for chest/head/legs etc.?!
While i have not been able to play yet ( still downloading ) Did you try it on various creatures / npcs to see if there is a diffrence? Normaly shooting a skeleton with an arrow is a bad idea for example and will yield no bonus
I don't really know what Bethesda's reasoning behind it was, they have already done it and done it well in fallout. I don't even care about a system like VATS but head damage should be doing more damage. It just comes off as goofy when you shoot a guy through the eye and he's still running at you swinging away.
I don't have clue why Bethesda didn't include it. They had it in Fallout 3, so we know they can make it work.
Limb damage is a staple of the Fallout series not the Elder Scroll series, In Fallout 3/NV headshots were insanely overpowered. For Skyrim the skill perks for stealth already offer massive damage multipliers. They don't need a head shot bonus on top of that.
