Whalebone Charms

It seems there are certain supernatural http://dishonored.wikia.com/wiki/Whalebone_Charms that you can discover which add certain permanent improvements, such as increased jump height, swimming speed, strengthened supernatural abilities, etc.

What I found very interesting was the comment that:

each playthrough of Dishonored spawns only 12 random whalebone charms, out of the 45 available

Do you think this means your choices during the course of a playthrough result in certain branching consequences (for example, a particular charm is only available if you choose to save NPC X, etc.)?

Or do you think these charm reward spawns are purely random?

It could go either way really. They could have just put in spawn points, and let the game pick 12 charms and where to place them. And that would be the extent of the feature.

I do hope fore at least some branching, because randomized trinkets is hardly a feature that would make me want to play again.

I believe that it is purely random, but I am not sure. It could be either. And yay, people are using the wiki!

I can see that having them be completely random might be a bit frustrating, depending upon how powerful they are. I'd much prefer a system that varied what spawned based upon your total chaos.

Probably by "random" they mean that Whalebones won't have fixed points on the map like feathers in Assassin's Creed or Blast Shards in inFamous.
Also it might come out that we have some way to find the Whalebones (a power, a item,etc...) so it won't be a frustrating, near impossible task

P.S.
Fruit for thoughts: nowadays it's not yet possible to achieve true randomization, no computer/program on the planet can do it.

I hope the location of the item is random (a few potential locations for items instead of a fixed location for everything) or based on choices that you make, not the item itself. If you intend to play a certain style it would be rather frustrating if a trinket's power was randomly selected when you find it. Which sounds unlikely, since developing your own character is part of what makes games interesting.

But we'll see. We'd need more info about the charms, the randomness, and how powerful they are.
