I think im having the same issue, unless its required to build a bedroom wing in your house to have children, i thought I'd just be able to use the two spare beds in the main hall

You need the children's beds, plus the child's chest. They need somewhere to sleep and somewhere to put their stuff.

I just used the main hall, what i was missing was the containers for the childrens rooms :), unsure where the steward and houscarl will sleep now though :S

You can purchase a child's bedroom set in your in-city houses, too.

Which is good: my Dunmer likes living mid the hustle and bustle of Solitude, and right next to the Bard's college and the Blue Palace (so she can hobnob with the other thanes). I'll be able to complete her little family, then retire her as an active character.
