at the end of the stormcloak quest why does (SPOILERS) jarl elisif aggree to make him high king so hastilly? what did he do!?

Well, if you couldn't tell, the Stormcloaks just ransacked her city and taken her hostage, not to mention he killed the original High King.

On that note, I just finished these quests. Does a moot ever come around in the game? Or we just have to assume it does?

There's nothing else she can do really. Without the Imperial forces behind her she's got no one to protect her. Ulfric could have her killed if she refuses, and she doesn't seem like a warrior sort of Nord who could fight Ulfric herself.

So she has to swallow her pride and sing the praises of the man who killed her husband if she wants to stay alive and well.
