PC gamers might not get as much out of it on the surface as console players due to the existence of mods, but this will, if nothing else, give modders more resources to improve their own home-building mods and make them even better. Win-win imo.

Firstly, I'm a PC gamer, and I'm looking forward to Hearthfire - in Morrowind I always enjoyed building my Stronghold, even when I had 2 dozen homes from mods installed. This looks far more 'hands on' and player-involved than the stronghold building process in Morrowind, and I'm all for it. And let's not forget that between the announcement of Skyrim and its release, there were plenty of very eager "can we build a stronghold" type queries from players of all platforms - there are plenty of people interested in this regardless of whether they can download a house mod and have it insta-appear in their game or not. This has more involvement in the process from the point of view of the character, and that is good for those who like to role-play things besides killing dragons and saving the world.
Secondly, I would like to think that for PC players who like to mod their game with player homes (whether doing it themselves in the CK or downloading someone else's mod), it offers the exciting prospect of a new way to add modded house content into the game in a modular way, or even use the mechanics of Hearthfire to make mods (or provide a mechanic to simplify mods already in the works) in which the player can rebuild Winterhold or Helgen or a new city of their own. PC players who think this offers more to those on consoles are correct only in the short-term - over a longer period, I think modders and hence PC gamers will probably get even more out of this low-priced DLC. I think it could make certain modding projects easier, and open up a whole range of modular pick-and-choose-components style housing mods. I hope!
