It stands alone and has not a master dependency upon another mod...

Possibly Wrye Bash Stand Alone ?

Wrye Bash comes in a couple of flavours,

the Standalone version which also needs MSVC 2008 redistributable installed

the Python version which also needs Python installed

The standalone version will add this as a separate armor to your game. The replacer version will replace all of the elven armor in the game to your new one.

A "replacer" version of a clothing/armor/weapons/etc mod will replace all instances of an item already in the game with the modded version. A "stand alone" version of the mod will add a new items while leaving the existing items unchanged.

If you're trying to replace elven armor then you probably don't want a stand alone version.
