What exactly does 'Cleared' mean? : V - Skyrim

Funny story:

I once cleared a camp, then went to the nearest town...asked for a job, and was told to then clean out that very same camp.

I went there, killed 2 guys (that weren't there before), and completed the quest.

Found that kinda funny.

Are you sure? I cleared out a fort near Whiterun only to find that Imperials had replaced the bandits I slaughtered when I returned a week or so later.

There are many locations that you can clear that are also tied into the Imperial/Stormcloak battle questline. So, once you clear it, the troops will move in like you encountered. Numerous forts are involved in the battle.
