The scaling of stats on gear. Like what you'll end up with between levels 1-50 as far as gear goes.

Yea but its only dependant on your skill level right? It wont fluctuate depending on where you go?

No it depends on your gear level. I'm not sure what you're asking, sorry. Its about how strong your gear becomes over time as you upgrade it with new pieces from rags to riches style.

If you mean Cyrodiil scaling, we're not entirely sure yet what sort of scaling will be done.
