It seems now that at level 63 every word altar is garded by a Revered dragon. What level do Legendary dragons appear?

Supposedly 70+.

I only found them at level 81. One of my other characters is a level 76. Spent about 20 hours searching between the two, then just found them on the 81.
Of note on the 81, used the ogmha book to jump up from a mid 70's to 81 to see if they would come out.
So I spent 20 hours searching with two characters in the mid 70's, one done the hard way, one with ogmha on its side nothing
30 minutes after becoming an 81, 3 legendary dragons

I don't like the idea that it would have to be 81. That is exremely hard to reach. Even 75 ain't all that easy. I hope you are not right. I hope it is lower.

But that's exactly the point - to give those high-level players a new challenge. That's what everybody asked for. They SHOULD appear at 70+, at least.

I have no idea what level Legendary Dragons will start spawning, but I've killed two so far.

I killed one at level 50, and the other at level 58.

I am currently level 61 and I see Revered dragons all the time.

I hope this helps. My assumption is that their frequency for appearing increases as your level increases, just like with all the other types of dragons.

Interesting. Not entirely fond of the idea that I have to level my 53 up to 81 before i get that achievement but oh well. Hope they are truly a fight.

Then maybe it's all about probability. You can meet legendary dragons at a lower level, but it's like 5% chance, and when you reach a certain level they start spawning regularly.

Level 78 and above.

God help you if your a mage who's not enchantment spamming to make your spells free - they use a shout immediately that destroys your mana instantly.
