What exactly does "looping" mean?

Using Enchanting to make Alchemy gear, using alchemy gear, you make enchanting potions. With those enchanting potions, you make stronger alchemy gear. With that alchemy gear, you make even stronger enchanting potions. And so on. WIth those enchanting potions, you make stonger gear for almost anything.

I typed "skyrim what does looping mean" and the first post lead me to a wiki link about "speech", the second one was about a bookshelf. And some other randoms ones.

Looping means anything that can be repeated, usually as a cheat.
The enchant/alchemy is a perfect example of looping your stats to get crazy results.

There is a instance in SKyrim where you can Loop a dialog so that you can Persuade over and over. (thus raising your Speech skill)

Right, so it's like Oblivion, with that guy that you can level your Sneak skill with, you just keep picking his pocket over and over again and Max out on Sneak.

There where alot of Kangaroos back in the days of Daggerfall, Morrowind, and Oblivion

i believe asking a guard rather than us would have been smarter.
