In what province is the Volkahir castle?

In what province inside Skyrim is the Volkahir castle?

On the maps Sea of Ghosts and the coastline is in no province? I mean the the frontier is behind the coast on land.

Skyrim IS the province.

I think you mean hold. I believe it would be Haffingar. Region would probably just be classed as Sea of Ghosts.

Yeah I guess hold. My bad. I am asking cause if I turn into a Vampire lord infront of the castle when Dawnguard Scouts attack me I get a bounty in Winterhold? I am confused.

I dont know, I'm not sure how the hold system works at sea. It may be that any islands that are in the sea fall under Skyrim control but not a specific hold. In which case I would imagine that crime would be reported to Solitude, being the capitol.

You are in the middle of nowhere in the Sea of Ghosts, I would not expect to get any bounty there for crimes committed because there is no one around for several miles who can do anything about it.

Any witnesses would inform the guards who would send message via courier or possibly magic if the ability is in TES. No need for the sarcasm, we have oceans on Earth that fall under the jurisdiction, and therefore laws, of a country. You commit a crime out there and there are witnesses, they will likely inform the authorities. Same principle here.

I showed up once at the Western Watchtower outside Whiterun, and turned into a Vampire Lord when I was attacked by the Dawnguard there. Instead of getting Whiterun bounty, I got Rift bounty and was stuck with it because one of the Dawnguard must of gotten away. I say that because a couple in-game weeks later, I was attacked by the Dawnguard again in the Reach; after killing all of them, I got a message that I had killed the last witness and my Rift bounty disappeared.

Do anyone know if this was just the game acting weird, or do the generic Dawnguard actually have random Holds assigned to them? Do they really persist and regroup if any escape?

Logic suggests these bountys are tied to the place of origin (factions) of those who witness the "crime", rather than to the actual location one is in.
