What CPU, amount of RAM and power supply does your PC have? How much are you willing to spend?
Also why want the cheapest? If for gaming, you should atleast go for something around mid-range. You can find a http://www.newegg.com/Product/Product.aspx?Item=N82E16814161389 that can max most games out there. The AMD 7xxx will be coming out here in a few weeks (for their high end cards) and probably soon afterwards for the mid range.

I'm fairly sure my integrated Intel 965 has pixel shader 3, but you pobably don't want that...
