What is "the editor" and how do I use it?

I asked this in another thread:
I have found this mod: http://skyrim.nexusmods.com/mods/22844/?tab=3&navtag=%2Fajax%2Fmodimages%2F%3Fuser%3D0%26id%3D22844

This allows you to put up to ten enchantments on a single item, but that still isn't quite enough. In the vanilla game, you can have up to 12 enchantments on your character with the dual enchantments perk, but I want to be able to put them into a single item so I don't have to bother enchanting anything else.

I have been searching for literally over two months for such a mod, but I have come across nothing. This mod has the most (10 enchantments) slots that I can find. I would have made the mod myself, but I know nothing about modding or the Creation Kit. I felt that I didn't want to bother you guys here in the modding forum, and this is more of an absolute last resort.

Please, there has to be something out there that will let me put more than 10 enchantments...

Here is the response:
Why don't you just make the item you want with the enchantments you want in the editor. That way you don't have to try to re-engineer the game rules regarding enchantments.

Besides, in the Editor, you can set whatever magnitude you want on the effects. Make the effect first, then apply it to the item. Rinse Repeat. Easy peasy. You don't even have to make the effect if you use the stock ones.

That makes a lot of sense to me, and I guess it would be easier to just do that. The only problem is that I have no idea what this "editor" is, how to find it, or how to use it. Can anyone shed some light on this for me?
