What is the formula for enemies health? What does 'PC' stand : V

On UESP many characters have a formula that determines their health, im not sure what PC stands for though?

Is it player character? do you enter your character's level? what is it?

such as this, 300+(PC-1.2)×12

PC is usually player character (NPC is Non-player character. )

Hopefully someone else can answer any questions you have about the formula... that stuff I am not well-versed in.
