Hagraven
It's not a Vampire and it's definitely not a Falmer. I called it a witch before but the feathers lead me to believe it's either a http://bestgamewallpapers.com/files/elder-scrolls-5-skyrim/word-wall_wide.jpg or a http://images.uesp.net/3/3e/DaggerfallHarpy.gif.

they are called hagravens.

they use claws up close and destruction magic far away. Not kidding.

They have fathery elbows and they are hags. That is why they are called Hagravens. I am honestly getting tired of how people keep making threads asking what they are when I have answered this already haha.

Yeah, once I saw the feathers I sorta knew. Just couldn't remember the name until somebody brought it up here. At first I thought they were the witches of Whiterun.

Yeah this is some amnesia [censored] right here.If i see these fellas in dark dungeons I feel powerless and just run.

Kind of reminds me of the http://www.youtube.com/watch?v=3oO4Jv776X0&feature=player_detailpage#t=87s in Thief III:Deadly shadows too.
