What is the "Optimal" level to find Waterbreathing a

As the title says: What is the "Optimal" level to find Waterbreathing and Muffle Gear in Merchants/Loot for Disenchanting?

I "rebooted" my character yet again, so it's time to hunt down my favorite enchantments.

According to the Wikis at least, there's a "bug" in the loot system where the chance of finding gear with those enchantments gets rounded to zero (no chance of finding them whatsoever) once you level past 70.

So now that I'm in the lower levels, what level has the best chance of them appearing? I've searched through previous posts, and it seems people have been finding them in the 20-ish levels, but it would be greatly appreciated if someone who has access to view the loot tables or whatever can find out what the definitive "Best Level" to find both types of loot.

I will of course check the vendors during my usual loot runs, but really I don't want to spend countless hours as I've done in previous play throughs trying to find this gear! For example: I don't want to begin my search at level 20 only to find out that they don't appear in the loot or vendors until after level 28!!! O.o

Go to the Merchants when you are at the level specified as that is when it will start showing up. As you go up in levels, new items are added, so the chances of getting lower leveled items gets reduced.

Note, you can also find these items as leveled loot. Only locations tend to reset (respawn) 10 to 30 days after first discover them. So, previously cleared places probably wont have the items you want.

Necklace of Waterbreathing is a Level 1 item. Go to Radiant Raiment in Solitude as early as possible, preferrably before Level 5.

I don't know about Muffle and Helmet of Waterbreathing.

I don't know about Muffle and Helmet of Waterbreathing.

I'm at level 15, but I'll keep that in mind if I do another character "reboot".

Looks like level 17 for Muffle and Level 19 for Water breathing are my next windows of opportunity. Thanks! :)
